Under Mayor Dominik Krause, the City of Munich is planning a conversion agency to support developers in repurposing office space into residential use. The report names the Ten Towers near the Ostbahnhof as one of its flagship projects.

There, CSMM is converting four of the ten former office towers into student housing. Around 600 apartments are planned for roughly 700 students and apprentices.

In an interview with the Münchner Merkur, project lead Kathrin Menzel sums up the situation: "The political will is there." For now, though, coordination with the authorities remains "very time-consuming". The reason lies in planning and building regulations. Among other things, developers must demonstrate sufficient daylight, adequate sound insulation and access to open spaces, so standards comparable to new-build. "Within existing structures, that is often quite difficult to achieve," says Menzel. A dedicated support agency could help here.
